Type: 5. Frequency In the North American context, Canada employs the non-discriminatory neologism substance use more frequent than the US, where the older term substance abuse is still the dominant form (see Chart 1). In the global context, however, other varieties predominantly employ the non-discriminatory term. The term is meant to help de-stigmatize substance users and frame their condition in the health system not in the criminal system. The model of reframing of undesirable conditions has been applied in Canadian English with the change from unemployment insurance to employment insurance.
The term is not listed in OED-3.
